President Buhari has approved a comprehensive relief package valued at over N400bn to put an end to the lingering crisis of unpaid workers’ salaries in the country. Vanguard gathered that a three-pronged relief package that will end the workers plight include:
The sharing of about $2.1b (N413.7bn) in fresh allocation between the states and the federal government. The money is sourced from recent LNG proceeds to the federation account, and its release okayed by the president;
A Central Bank-packaged special intervention fund that will offer financing to the states, ranging from between N250bn to N300bn. This would be a soft loan available to states to access for the purposes of paying backlog of salaries;
And a debt relief program proposed by the Debt Management Office, DMO, which will help states restructure their commercial loans currently put at over N660bn, and extend the life span of such loans while reducing their debt-servicing expenditures.
Two bomb attacks on the central Nigerian city of Jos have left at least 44 people dead, the authorities say.
A restaurant and a mosque were targeted on Sunday night.
No-one has claimed responsibility but militant group Boko Haram has attacked Jos before, even though it is not in north-east Nigeria where the Islamists normally operate.
The blasts are the latest in a series of deadly attacks in recent days which have seen more than 200 people killed.
The attacks came shortly after the Ramadan fast was broken, with both sites full of people.
Of the 44 dead, 23 were killed at the restaurant and 21 at the mosque, Nigeria's National Emergency Management Agency (Nema) says.
There are also 47 people being treated for injuries, but emergency officials are still gathering information, so the figures may rise.

31 year old Nigerian UK immigrant Adewale Adewole pictured above has been arrested by UK police for posing as a Royal Marine commando named Timmy Francis on the dating website Match.com and duping four women of £100,000.
The married father of three, according to police reports, claimed to run an orphanage in Africa and was looking for romance under the motto: 'To live and love' with online nickname 'Charismatic Brit'. But after charming the unsuspecting women, he then claimed he needed money saying he had been mugged while attending to his 'orphanage'.
The women who were in search of love all sent him cash and paid his hotel bills, only for him to transfer the money into the bank account of his wife who shared his home with their two children in Eccles, Greater Manchester.
Police who caught up with father-of-three Adewole discovered he had used the women's cash to splash out on iPads, TVs and designer clothes plus electronic and musical items such as a glitterball and a keyboard thought to be worth in total tens of thousands of pounds.
But after he was jailed for four years, officers auctioned off the confiscated items in a bid to repay the victims - only for it to yield just £2,000.
It means the women will get back only hundreds of pounds each - with one victim getting just £199.
It is not known what happened to £4,500 in cash which Adewole kept under his bed and insisted was his.
At a proceeds of crime hearing at Manchester Crown Court, prosecutor Miss Louise Brandon said: 'The value of the loss was £98,140 and from that there is an available amount of £2,213.71 but the prosecution have four complainants who lost considerable amounts of money.
'The available items were mainly electrical that the police auctioned off so it would mean getting that money from the auction. The compensation orders have been reached proportionally but unfortunately it is no where near what they did give but it is all we can get. The complainants are fully aware that it was unlikely they would get it back.'
The state of emergency gives security forces more powers and limits the right of public assembly.

Authorities had already tightened security, deploying more than 1,400 armed officers at hotels and beaches.
Tunisian President Beji Caid Essebsi said in a national address that "exceptional measures" were needed.
"In order to face up to this scourge we need to be prepared. We need to have enough troops, proper training and material means - we are in desperate need of material means," he said, appealing for international counter-terrorism support and co-operation.
The state of emergency will be in place for a renewable period of 30 days.
An official from the prime minister's office said several officials had been sacked in the wake of the attack, including the governor of Sousse.
"Just as there have been security failures, there have also been political failures," Dhafer Neji told AFP.
Security forces were criticised for not responding more quickly to the attack on 26 June in Sousse, when a gunman opened fire on tourists on a beach and in a hotel before being shot dead by police.
Those killed included 30 Britons.
The gunman has been identified as student Seifeddine Rezgui, who authorities say had trained in Libya.
Tunisian Prime Minister Habib Essid conceded in a BBC interview on Friday that the slow response of the police was a key problem.
He said Rezgui had probably trained with the Ansar al-Sharia group, though Islamic State (IS) earlier said it was behind the attack.
